Based on an Alan Bowne play entitled "Beirut, Daybreak," this is a made for cable TV movie. When a sexually-transmitted disease reaches epidemic proportions and a future America takes the initiative of pulling those infected with the disease off the streets and throwing them in concentration camps or even just killing them outright, some more enlightened individuals feel that something must be done. A kind of Resistance movement is started by a man named Torch, but things become a little bit complicated when he falls in love with Blue, who is the sister of one of the leaders of those imprisoning the unfortunates who have been infected.
